KEY HIGHLIGHTS
Tesco’s CSR initiative ‘ReWare’ in Bengaluru is designed to reduce landfill waste through active citizen involvement, collaborative partnerships with multiple stakeholders, and targeted training programs. The project is rolled out across five wards, encompassing 75,000 households and involving 850 waste handlers. A primary objective of the program design of ‘ReWare’ is to address 15 prominent waste black spots within these wards by fostering awareness about source segregation among households.
To bolster waste collection efficiency, the project provides training and collaborates closely with waste handlers. Additionally, it forges partnerships with local government officials to improve waste management systems. Despite these efforts, the project faced data monitoring and reporting challenges due to limited team capacities and a lack of a comprehensive data collection system. Tesco partnered with 4th Wheel Social Impact to devise a robust Monitoring and Evaluation (M&E) framework to address this. This collaboration aimed to deepen the team’s comprehension of M&E principles and equip them with the skills to evaluate the program effectively.
APPROACH
- Theory of Change (ToC): A Theory of Change was developed for the program through strategic consultations with the ReWare team, identifying key challenges and shaping program outcomes.
- Indicator and MEAL Framework: Based on the ToC, an Indicator and MEAL (Monitoring, Evaluation, Accountability, and Learning) framework was created, establishing targets, timelines, and verification methods for project assessment.
- Customized Data Collection Tools: Tools were designed for households, waste handlers, and government officials, then digitized using SurveyCTO for efficient data management.
- Training and Pilot Study: The ReWare teams were trained in data collection and monitoring, followed by a pilot study involving 27 households, 12 waste handlers, and 10 government officials.
- Data Analysis: The 4th Wheel team analyzed the pilot data and integrated it into the indicator grid to evaluate the impact and provide strategic recommendations for program improvement.
KEY FINDINGS
- Knowledge of Waste Segregation: The project has informed 67% of households about waste segregation. However, the average knowledge rating is 3.7 out of 5, indicating moderate understanding. The current awareness programs predominantly rely on informal, word-of-mouth information and lack structured educational modules.
- Level of Waste Disposal: 41% of households actively participate in BBMP collection drives for waste disposal. Others mentioned challenges such as irregular BBMP collection schedules, timing constraints, and insufficient awareness hindering proper waste disposal.
- Waste Handlers’ Engagement: While 83% of waste handlers claim to have received training from the program, engagement remains unstructured. Awareness regarding the use of safety gear and health and safety practices among waste handlers was limited.
- Government Official Involvement: Government engagement is primarily limited to granting permissions for the program. Despite some presence in BBMP meetings, there’s a significant lack of data sharing and reporting. This hampers the program’s ability to influence and integrate into governmental systems.
- Lack of Data-Driven Strategy: Current waste segregation and management strategies focus predominantly on awareness building and lack a data-driven approach. The absence of systematic data collection and analysis makes developing future strategy and implementing corrective measures challenging.
RECOMMENDATIONS/VALUE ADDITION
- Standardized Awareness Modules: Develop standardized awareness modules and educational materials for consistent messaging across all team members.
- Tangible KPIs for Impact Measurement: Develop tangible KPIs for impact measurement, such as providing equipment to waste handlers for safety and efficiency.
- Support BBMP’s Efforts: Understand where the program can offer resources and support the BBMP’s current waste management efforts.
- Clear Criteria for Black Spot Removal: Define clear criteria and metrics for identifying and measuring black spot removal.
- Data-Driven Strategy: Adopt a data-driven strategy with specific outcomes for each stakeholder.
